Tire Layers and Thickness
Added some pictures for those who wonder how thick a tire is when the cords start showing.
As you can see, it's about 1/4" thick at the point of the 2nd layer of cords. This tire, has 6 layers of cords. The thing to remember is the rubber at this point is quite soft and will wear quickly. One shouldn't delay getting a replacement tire at this point, but you aren't in danger of a "blowout". You may get a flat from a sharp rock or pot hole, however.

Looking at that tire I wonder if he locked it up. If not he was way out of balance to wear the tire that bad at that spot.
If you look at my cut away, for that many cords to be showing in such a concentrated area, it would be close to the tube or innermost, unsupported rubber.
